There is enough evidence to charge two Libyan officials over the murder of WPC Yvonne Fletcher in 1984, police and prosecutors were reportedly told two years ago.
The Daily Telegraph today named two men who were identified by a legal assessment of the case as playing a major role in the shooting of 25-year-old WPC Fletcher.
Neither man is said to have fired the fatal shots from an automatic weapon fired from within the Libyan People's Bureau in London 25 years ago, killing WPC Fletcher who was policing a demonstration outside.
Libya accepted "general responsibility" for the death when ties with the UK were normalised a decade ago, but has refused to cooperate with a Scotland Yard investigation into the death since 2007.
It was in 2007 that the Metropolitan police sought crown prosecution advice, leading to the leaked report's unofficial conclusion that the two officials, who did not have diplomatic immunity at the time, could be charged with conspiracy to cause death of grievous bodily harm to demonstrators.
Queenie Fletcher, WPC Fletcher's 76-year-old mother, said it was "incredibly frustrating" to learn of the report's recommendations.
The CPS said last night: "The investigation into the death of Yvonne Fletcher is ongoing and there is still evidence to be gathered, so the CPS has yet to receive a file containing the admissible evidence from a completed investigation. It would only be at that point that we could give final advice on prosecution. These further investigations still continue."
And Scotland Yard added: "The Met remains committed to identifying those people responsible for killing WPC Fletcher."
