Newcastle's bid to allow Glenn Roeder to manage them full-time without the required coaching badge has not been granted by the Premier League.
Roeder took over as Newcastle boss when Graeme Souness was sacked in February and has performed impressively.
The former West Ham manager took a side hovering near the relegation zone into contention for European qualification in just three months.
Toon chairman Freddy Shepherd has said he would like to reward him by offering their caretaker boss the job on a permanent basis.
Roeder, however, does not have the coaching badges which are required by anyone wishing to manage in the Premiership.
The Premier League mulled over Newcastle's request to overlook this but decided that they were not able to make an exception.
A statement read: "The only way the board would be prepared to allow Newcastle to appoint Glenn Roeder as manager without the pro licence is if so directed by member clubs.
"In the event of permission being sought sufficient support from clubs would have to be obtained and a formal resolution tabled at the forthcoming Premier League AGM."
The Newcastle board will have to decide if they are sufficiently determined to name Roeder as their new boss to begin lobbying their colleagues in the Premiership.
