The FA have been fined £4,222 by Uefa for the conduct of travelling fans in the build-up to last month's Euro 2008 qualifier against Croatia.
Thirty-one England fans were detained in Zagreb after their team's 2-0 defeat, but Soho Square had been confident that the fault lay with the inadequate preparations of their Croatian counterparts.
"The evidence we provided demonstrated clearly that England supporters were poorly treated at the stadium, and that extensive security and safety plans agreed with the Croatian authorities in advance for the handling of our fans were not implemented on the night," said head of communications Adrian Bevington.
"The FA maintains that neither we nor our supporters were responsible for the incidents that occurred. We have not yet received written reasons for this decision."
The Croatian FA were fined £21,113 for their fans' involvement in the violence and the disorganisation that surrounded matchday at the Maksimir Stadium.
Both federations have 72 hours in which to lodge an appeal with the European governing body.
