Everton chairman Bill Kenwright has said he hopes to find a billionaire to buy the club from him and allow manager David Moyes to compete in the transfer market.
Kenwright says he has been as frustrated as anyone at the Toffees inability to attract players this summer, with Louis Saha and Marouane Fellaini the only high profile players to arrive at Goodison Park after months of trying to add to the squad.
Speaking at an EGM concerning the club's proposed relocation to Kirkby on the outskirts of Liverpool, Kenwright argued it was becoming harder and harder to compete with the wages and transfer fees offered by other clubs in the Premier League.
He said: "This summer has been the worst summer I have ever known in the transfer window and it is going to get worse and worse and worse.
"The Arab group buying Manchester City is going to make things worse for clubs like Everton. I am a pauper when it comes to other chairmen, I borrow and I balance balls in the air every year to support this man [Moyes]."
Kenwright became chairman in 2004 and says the club has been for sale ever since he took charge.
With foreign investors increasingly entering the Premier League Kenwright says he would be happy to sell to another investor if it was in the best interests of the club.
He said: "I would like the club to have a billionaire who could support David Moyes with more money. I don't want to be standing here in a year's time saying it's been another tough summer.
"I want to have everything you want, be it a Russian, an American or a Sheikh. Then I would stand down and give you that because I want David Moyes to have the money. I want you all to have a billionaire - it's not me and I apologise it's not me."
Everton hope moving to a new stadium will help them increase revenue in the long run and therefore allow them to be able to competitive in the transfer market.
