Prime minister Gordon Brown has called on his party to help him "build the Britain of our dreams", as preparations for countrywide local elections intensify.

Mr Brown was speaking at Labour's spring conference in Birmingham today and admitted to party members that the first few months of his time in charge had not been easy for the party.

But he claimed that it was only Labour that could offer the people of Britain more opportunity.

"This is the New Labour promise of opportunity and security not just for some but for all," he said.

"Imagine if together we build a Britain where what counts is not how high you start, but how high you can reach.

"Neighbourhood policing for every family in every community; three million more homes and a safer environment; managed migration with a new points system; an NHS with better access to your GP, clean hospitals and the right to check-ups and screening," he added.

Mr Brown also called for more "personalised" public services, the refurbishment of secondary schools across the country and economic stability.

The former chancellor took over as the head of government after Tony Blair stepped down from the position last June.

A general election must be called by the year 2010 and local elections for 160 councils in England, all constituencies in Wales as well as elections for the London assembly and mayor of London will be held this May.End of story
