The proposed reforms to the way MPs claim expenses may not go ahead after all, according to a newspaper report.
The Daily Telegraph claims the new rules, which include restrictions on employing relatives and tighter controls over the sale of second homes, may not be accepted by the Independent Parliamentary Standards Authority (IPSA) because the man in charge of implementing them disagrees with several aspects.
IPSA chairman Professor Sir Ian Kennedy is reported by the paper as saying he has "no obligation" to accept the recommendations of Sir Christopher Kelly - despite them receiving support from all three major parties at Westminster.
The reforms were put forward earlier this week but are yet to be finalised.
Today's latest development represents a marked backtrack by Sir Ian, who on Wednesday described Sir Christopher's report as "a clear set of recommendations".
