Wilson Palacios will sign for Tottenham Hotspur in a £14 million deal after he agreed personal terms and passed a medical.
Spurs said on their website that the 24-year-old Honduran international's transfer was only subject to a work permit.
"We are delighted to announce that we have reached agreement for the transfer of Wilson Palacios from Wigan Athletic," a statement read.
"Personal terms have been agreed and a medical completed, we now await the Honduran international receiving his work permit before completing his registration."
Palacios is the second arrival at White Hart Lane this month after Jermain Defoe was brought back from Portsmouth by boss Harry Redknapp.
Tough-tackling midfielder Palacios has played 41 times for Wigan since signing in the January transfer window last year.
Latics manager Steve Bruce had brought the Honduran into English football in a loan deal while at Birmingham.
Since then he has gone on to establish himself as one of the best midfielders in the Premier League playing outside the big four clubs.
