Chief executive Peter Kenyon has repeated Chelsea's declaration that captain John Terry is not for sale at any price.
The Blues have grown increasingly irritated by the pursuit of Terry by Manchester City over recent weeks and even issued a statement that insisted Terry was not for sale.
However, the absence of a refusal on Terry's part has fuelled further speculation and City boss Mark Hughes has said he would welcome the England skipper to Eastlands.
Hughes said he thought Terry needed "a change of scenery" and "a different challenge" which City could provide.
But Kenyon is adamant that City's courting of their player will have no effect as the Blues are not willing to listen to any offers no matter how high City's bids go.
Kenyon told Sky News: "I don't know what they are offering but I am confident John is going to remain with us.
"John is a talisman. He is the heart of Chelsea, came through the academy, he is our captain and has also become captain of England while he has been here.
"We are not going to sell John, so it is irrelevant what another club will offer," said Kenyon.
"We are very confident he will be leading us in the years to come."
There has been speculation that Terry is worried that the Blues have yet to sign a marquee player this summer, which has added to the rumours of his possible move to City.
But Kenyon said the club planned to address that and expected to make some signings during the transfer window.
"It is always fair to say, whatever season, you're always looking to bring in a bit of freshness," added Kenyon.
