Manager Martin Johnson has made three changes to his England team ahead of this weekend's Six Nations encounter with France at Twickenham.
After the 14-13 defeat to Ireland at Croke Park, which saw another undisciplined performance from the English, Johnson has called up experienced second row Simon Shaw, 34, in place of Nick Kennedy.
With Paul Sackey out injured after picking up an ankle problem in Dublin, Monye - who made his international debut on the summer tour of New Zealand last year - comes in on the left wing with Mark Cueto switching flanks.
Johnson's third change sees Leicester flanker Tom Croft replacing Wasps' James Haskell, who has been below par during the current Six Nations campaign.
Despite many pundits suggesting the manager could make an example of captain Steve Borthwick as a result of the team's poor disciplinary record so far, with six yellow cards in their three games, the skipper keeps his place.
Scrum-half Danny Care, who received the most recent of England's sin-bins in the closing stages of the Ireland defeat for a needless barge, also retains his spot among the replacements.
