Joe Hart will miss the European Under-21 Championship final after an appeal to have his yellow card overturned was rejected by Uefa.
The goalkeeper was booked in the penalty shootout victory over Sweden on Friday for gamesmanship.
It was his second booking of the tournament and means he will be unavailable for Monday's final against Germany in Malmo.
Under 21 manager Stuart Pearce will choose between Scott Loach and Joe Lewis to deputise for Hart, who recently joined Birmingham on loan from Manchester City.
Watford shot-stopper Loach started against Germany in the group stage when Pearce rested his first-choice players.
Pearce told a press conference that he has already decided who will start in goal and will let his players know his decision on Monday morning.
England Under 21s are looking to win their first tournament in 25 years.
