The highest earners in the public sector will see their salaries frozen next year, Alistair Darling has indicated.
The chancellor has told the chairs of the salary review bodies that senior civil servants, as well as judges, NHS managers and GPs will not have pay rises in 2010/2011.
It is the first major indication from the government how it intends to cut public spending in the next parliament.
Up to 750,000 people will be affected by the move, which comes during the Conservative party conference.
Tory sources are said to be unhappy with the chancellor's decision to break convention by making a major policy announcement during a rival's conference.
Shadow chancellor George Osborne is due to make his major speech of the conference, in Manchester, tomorrow.
The armed forces will not be affected by Mr Darling's announcement, inthenews.co.uk understands.
