Sudanese authorities claim they have discovered the location of 11 foreign tourists and eight Egyptian tour guides currently being held hostage.
Officials suggest the hostages are currently in territory between the Sudanese, Libyan and Egyptian border.
The group, including five Germans, five Italians, and a Romanian, were taken in the south-west region of Egypt on Friday.
Egyptian authorities claim the kidnappers have demanded $15 million (£8 million) in ransom money.
German officials are reported to be leading negotiations for the groups' release.
Mutrif Siddiq, a spokesman for Sudan's foreign ministry, said the hostages were being held in the Jebel Uweinat area.
"From our point of view the security of the hostages is the absolute priority - we do not want an operation that harms hostages," he added.
