Rugby union's governing body, the International Rugby Board (IRB), will meet later this year to discuss changes to the format of the World Cup.

According to reports, the IRB will consider a proposal to reduce the number of smaller rugby-playing nations.

Any changes could take effect in time for the next World Cup, which will take place in New Zealand in 2011.

Following an investigation for the Sport Wales television programme, the BBC has learnt that a new format with 16 rather than 20 teams is on the table.

Under the new set-up, seeded teams would qualify automatically with weaker sides playing in a pre-tournament qualifying series for the remaining places.

The IRB is thought to be keen on the idea as it would give the so-called minnows more preparation and ensure that only the strongest made it through to the World Cup.

Ahead of this year's tournament in France, the IRB was criticised with a number of commentators questioning the value of smaller teams getting beaten heavily.

There were also concerns that amateur players could face a greater risk of getting injured when they come up against professional players.

However, the minnows have put up a decent showing so far. Georgia came within a try of beating Ireland, while USA proved difficult for both Samoa and England.
