The 25-year-olds' mutilated bodies were found in their flat on Croydon Road on August 9th.
Late on Saturday night Northumbria police charged Guang Hui Cao, of Castle Close, Morpeth, of murdering the graduates.
The 30-year-old, like Mr Zhen and Ms Xi a Chinese national, will appear before Newcastle magistrates court on Monday to face the charges on Monday.
Mr Guang was arrested with two other men on suspicion of murder on Thursday.
Those two men, along with 14 other people arrested on suspicion of burglary and immigration offences, have been bailed pending further inquiries.
The families of Mr Zhen and Ms Xi, who live in China, have been informed of the latest development, police said.
