A breathtaking strike from Tugay was cancelled out by a controversial penalty as Blackburn were held to a 1-1 draw by Tottenham at Ewood Park.
The Turkish midfielder fired a spectacular volley before being harshly red-carded in the second half for conceding a penalty which Jermaine Defoe slotted home for the equaliser.
Hossam Ghaly was also given his marching orders in the closing stages with Spurs boss Martin Jol sent to the stands for arguing with referee Phil Dowd over the decision.
Rovers boss Mark Hughes welcomed back Robbie Savage into the starting line-up after a two-game suspension.
Jol made four changes with Tom Huddlestone, Edgar Davids, Jermain Defoe and Mido given the nod.
Rovers found the back of the net after six minutes but Shabani Nonda's goal was ruled offside after Bentley's pass.
Tugay kicked the game into life on 21 minutes after lashing a rasping volley after Ledley King's looping header to give the hosts the lead.
Spurs' first-half display was summed up in stoppage time by Mido scuffing his shot straight at Friedel after David's run.
Jol's side improved after the game with Steed Malbranque coming on for Edgar Davids.
The visitors had a goal ruled out on 48 minutes for offside after Mido turned in Didier Zokora's free kick.
The half exploded into action 11 minutes later when Tugay was sent off after being judged to have brought down Ghaly after the Spurs midfielder flicked the ball over him.
Replays suggested Tugay was unfortunate as his trailing leg caught Ghaly inside the box.
Defoe, who had missed three of his last five spot-kicks, whacked his penalty to the right of Brad Friedel with the American getting a hand to his effort.
Rovers felt they should have been awarded a penalty three minutes when Mido appeared to control the ball with his arm in the area.
Despite having an extra man for most of the second half, Spurs created only half-chances in search of a winner.
The match ended in more controversy when Ghaly was harshly dismissed for leading with his arm in a challenge for the ball with Michael Gray with manager Jol also sent-off.
Spurs, who are without an away win in the league, move up to 12th with the point while Rovers remain in 15th.
